The Uttarakhand government has appointed an expert committee, led by a senior Supreme Court judge, to implement the Uniform Civil Code (UCC) and to review all applicable legislation that governs personal concerns for Uttarakhand residents.
According to a state government order, a five-member group would be led by Ranjana Desai, a retired Supreme Court judge who presently chairs the Delimitation Commission of India. Former Delhi High Court judge Pramod Kohli, social activist Manu Gaur, retired IAS officer Shatrughan Singh, and Doon University Vice-Chancellor Surekha Dangwal are among the committee’s other members.
The state Home Department’s order reads, “The Governor has given his permission to establish an expert committee to check all relevant laws that manage personal concerns for people living in Uttarakhand, and to provide a report on modifications to the current laws.”
After the newly formed government’s first cabinet meeting in March, Chief Minister Pushkar Singh Dhami announced the formation of an expert committee to oversee the state’s adoption of the Uniform Civil Code (UCC). The United Nations Covenant on Civil and Political Rights (UCC) is a set of laws that govern personal concerns such as marriage, divorce, adoption, inheritance, and succession for all citizens, regardless of faith.
Dhami had announced the meeting by saying that the cabinet had unanimously approved the formation of a high-powered committee on the problem as soon as possible. The BJP focused on bringing the UCC to the state to “fulfill the dream of our Constitution’s architects” and “solidify the spirit of the Constitution.”
Dhami announced the formation of an expert group for drafting UCC on the last day of election campaigning in Uttarakhand. “The security of Uttarakhand’s cultural and religious legacy, its environment, and its boundaries are crucial not just for the state, but for the entire country.”
“Shortly after the oath-taking ceremony, the BJP government would organize a committee of legal experts, retired employees, notable citizens, and other stakeholders to draught a draught of the UCC,” Dhami had said.
“The UCC will be a critical step in establishing the Constitution’s structure. This will also be a significant step toward implementing Article 44 of the Constitution, which mandates the provision of a UCC to every person in the country. The Supreme Court has also emphasized its application from time to time,” he had added.
