More than four months into Moscow’s military incursion in Ukraine, Russian President Vladimir Putin on Monday issued a decree to expedite citizenship for all Ukrainians.
A simplified application process for Russian Federation citizenship was to be made available to “all citizens of Ukraine,” according to the decree.
Putin already expedited citizenship for citizens of two regions of Ukraine in May: the southeast region of Zaporizhzhia, which is partially under Moscow’s authority and the southern region of Kherson, which is virtually totally under full control of Russian forces.
A similar directive permitted the same streamlined process in 2019 for citizens of the self-declared Donetsk and Lugansk People’s Republics, the breakaway territories of eastern Ukraine. Moscow and pro-Moscow politicians in regions governed by Kremlin soldiers have said that they would annex them.
